I live on your street and have taken that little dog home as well.  Their first puppy used to get out too.  Looks like they have another one tied up in the yard (illegal) now.  I have tried to talk to them about neutering, fixing the fence, etc.  Said they have had several dogs taken away.  Ugh.</description>
